ARTICLE I - NAME
The name of this organization shall be the Connecticut Association of School Personnel Administrators.
ARTICLE II - OBJECTIVES
Section 1. This organization shall promote the use of professional personnel/human resource practices in Connecticut schools.
Section 2. This organization shall promote among its members the exchange of ideas, data and the information regarding operational procedures in order to effect improvement in the administration of the various school personnel/human resource functions.
Section 3. This organization shall clarify, develop, and advance professional standards for school personnel/human resource administration.
Section 4. This organization shall maintain a liaison with other groups to promote and recommend policies and practices to improve school personnel/human resource administration.
ARTICLE III - MEMBERSHIP
Section 1. Membership in this Association shall be open to persons who have a major responsibility for personnel/human resource administration in Connecticut schools.
Section 2. Only members in good standing shall be accorded the right to vote and hold office.
ARTICLE IV - MEETINGS
Section 1. Five regular meetings will usually be scheduled on a bi -monthly basis in October, December, February, April, and May, weather permitting.
Section 2. The regular May meeting will be designated as the annual meeting at which Meeting the election of officers will occur by majority vote of those present and Voting.
Section 3. The president, with the advice and consent of a majority of the Executive Board may call a special meeting to consider specified items.
Section 4. The emergency cancellation or postponement of scheduled meetings shall be at the discretion of the Executive Board.
Section 5. Notification of all meetings will be made at least ten (10) days in advance of the meeting. Notification will be via the CASPA website and by regular mail to nonmembers
ARTICLE V - OFFICERS
Section 1. The officers of this Association shall be a President, the Immediate Past-President and Treasurer.
Section 2. The officers shall be elected at the May meeting and shall take office at the close of the meeting in which their election occurs. One or more at - large member(s) of the Executive Board shall be appointed to serve on the Executive Board by the officers following their election.
Section 3. The officers plus the at - large member(s) shall constitute the Executive Board which shall have authority to act on all matters involving the organization.
ARTICLE VI - DUES
Every member of this Association shall pay annual dues in such sums and on dates as prescribed in the Bylaws.
ARTICLE VII - BYLAWS
This Association shall adopt Bylaws consistent with the Constitution.
ARTICLE VIII - AMENDMENTS
This Constitution may be amended at a regularly scheduled meeting by an affirmative majority vote of the members present and voting at the time such amendments are presented to the Association
Provided :
A. That proposed amendments are submitted in writing to the President by a member at least sixty (60) days prior to the meeting at which such amendments are to be considered.
B. After review by the Executive Board, the President submits to each member in writing, copies of such amendments at least thirty (30) days prior to the date of the meeting at which such amendments are to be considered.

BYLAWS
ARTICLE I - MEMBERSHIP
Section 1. The membership year shall be July 1 to June 30.
Section 2. Application for membership shall be made to the Treasurer, accompanied by membership dues.
Section 3. The Treasurer shall confirm receipt of dues paid to each member as evidence of membership.
Section 4. Annual membership dues for the next year shall be determined annually at the May meeting by the membership based on a recommendation by the Executive Board.
Section 5. Annual membership dues shall be collected by the treasurer.
Section 6. Retiree membership will be available to retirees who are past active members of CASPA. Retiree membership will be at a reduced rate determined annually at the May meeting by the membership based on a recommendation by the Executive Board.
Section 7. Special fees and assessments may be added upon the recommendation of the Executive Board provided that these are approved by an affirmative vote of the Membership present and voting at a regularly scheduled meeting.
ARTICLE II - NOMINATING COMMITTEE
Section 1. The Executive Board shall constitute the Nominating Committee for purposes of determining the slate of officers for the succeeding year.
Section 2. The Executive Board shall present its slate of officers at the annual meeting. Any additional or open nominations may only be presented at the annual meeting and must be moved and seconded at the meeting.
ARTICLE III - DUTIES OF OFFICERS AND EXPENDITURES
Section 1. The President shall preside at all meetings. As chief executive of the Association he shall appoint and supervise all committees and their work and perform such other duties as pertain to his office.
Section 2. The Immediate Past President shall preside in the absence of the President.
Section 3. In the absence of the President and the Immediate Past President, the Treasurer or another member of the Executive Board shall preside.
Section 4. The Treasurer shall notify the membership of all meetings.
Section 5. The Treasurer shall keep the accounts, receive and deposit all funds of the Association, pay all authorized expenses, maintain the membership roll, and make a report to the membership at the spring meeting.
ATRICLE IV - RULES OF PROCEDURE
In all matter of parliamentary procedure not covered by this Constitution and Bylaws, the Association shall be governed by the provisions of Robert's Rules of Order
